Phil Harrington Elected Chairman of Wyoming State Banking Board

September 5, 2025 — Willow Street is pleased to announce that Chairman and CEO Phillip Harrington has been elected to a two-year term as Chairman of the Wyoming State Banking Board.

The Wyoming State Banking Board’s primary charge is to approve or disapprove applications for new bank and trust company charters. It works in partnership with the Wyoming Division of Banking, which oversees the chartering and regulation of Wyoming state banks, trust companies, mortgage companies, and non-bank financial companies, including innovative Wyoming-chartered special purpose depository institutions (SPDIs).
